The University of Papua New Guinea (UPNG), the country’s premier institution of higher learning, is committed to delivering quality education and hosting annual graduation ceremonies. In 2025, a total of 1,430 students graduated across various programmes.
All the graduands of the University are required to wear graduation gowns in accordance with the official specifications approved by the University Council. Through this notice, UPNG invites sealed tenders from qualified suppliers for the supply of graduation attire for the 2026 graduation ceremony.
Eligibility Criteria:
Interested suppliers should have the following requirements and submit the tender document with appropriate evidences:
- At least five years of tailoring experience with adequate production capacity;
- Valid IPA certification and compliances with IPA’s statutory requirements;
- Valid IRC registration and related compliances;
- Fulfilment of all other regulatory compliances;
- Audited financial statements (last five years or equivalent);
- At least three (3) client references, and,
- A non-refundable deposit of K1,000 paid into UPNG Trust Fund Account No:1005 374 648 of BSP Bank, Waigani Branch.
Application Process:
The official gown specifications for different Schools and programmes with sample gowns may be inspected at the Office of the Registrar.
Tenders must include:
- Detailed specifications of cloths, sample piece of cloth, cost calculations and quoted prices for each type of gown;
- All supporting documents as listed under eligibility requirements;
- A copy of the company profile, and,
- A reference to this advertisement.
All submissions must be placed in a sealed envelope, clearly addressed to:

Sealed envelopes must be deposited in the Tender Box located near the Grill Gate at the Central Administration Office no later than 2:00 pm on Thursday, 18 th September 2025. The Tender Box will be opened in front of the Pro Vice Chancellor (PDIR), Registrar and Bursar at 2:10 pm on the same day, and all submissions will be formally recorded.
Contractual obligation:
The successful bidder will be required to enter into an agreement that includes a Non- performance Penalty Clause equivalent to fifty percent (50%) of the total contract value, along with other contractual terms and conditions.
